Thank you for participating in our consultation session on Monday July 27 regarding the AGCO’s proposed draft process for authorizing the sale of beer in grocery stores.
We have received very helpful feedback regarding our draft process, especially around the proposed requirement that grocers apply for a Letter of Eligibility before the government has finalized the rules around which stores will be eligible to sell beer. Some grocers have indicated that they require more certainty around whether their store(s) would actually qualify to sell beer before they would feel comfortable entering the Letter of Eligibility process with the AGCO.
As eligibility requirements for stores have not been finalized and considering the feedback noted above, we have determined that it would be to the benefit of all interested grocers, as well as the AGCO, to eliminate the originally proposed “Phase 1” Letter of Eligibility process prior to the LCBO’s competitive process. Instead, the AGCO intends to now hold one authorization process that all grocers who successfully receive supply agreements from the LCBO would have to complete. This process would be in coordination with the LCBO’s allocation process, and include the components of the previous “Phase 1” process – to help us confirm organizations who are successful in securing a supply agreement are upholding the principles of honesty and integrity. Simultaneously, this process would also include all “Phase 3” requirements and activities including store-level assessments to ensure that eligibility criteria as set out by the government are met.
It is our hope that this streamlining of the authorization process will be more efficient and straightforward for the grocers who are successful in obtaining supply agreements from the LCBO.
