As our Ontario members will know from prior communications, the Ontario government is planning to shift responsibility—and costs—for commercial Blue box collection from the municipalities and onto the private sector, which will go into effect in 2023.
However, any business with more than $2 million in sales, not revenue, are required to have registered with the Resource Productivity and Recovery Authority (RPRA)by October 1st. CFIG did advocate for an extension of this registration deadline given that in our view, there was a widespread lack of awareness about the planned shift and that this could be attributed to a large degree to the fact that all business sectors are coping with the challenges of a pandemic. Notwithstanding, the Ontario government is not budging on the October 1st requirement.
Retailers—who are designated as producers—can however apply for an extension to the registration date. The link to the application form is below. Another additional requirement is that producers must select a company to help them meet their management obligations. These Producer Responsibility Organizations, or PRO’s, are already communicating with producers. While CFIG cannot endorse nor recommend a PRO, we do want our members to be aware of the fact that before signing on with a PRO, you should listen in to the virtual presentation on this issue at GIC later this month. At that time, Ron Soreanu, who is with Circular Materials, an industry run not for profit PRO, who will give an overview of the program and what this could mean for retailers in Ontario. There is also little doubt that other provinces will look to replicate the Ontario approach, which is another reason why all retailers, regardless of their location in Canada, may wish to tune in to the Circular Materials presentation
